I'm stuck in San Andreas

Right now I'm stuck and have know idea what the hell I'm doin'. Can someone tell me whether or not I have to do Cesar Vialpando's lowrider mission(s?). P.S. In Los Santos, dunno if I see him in the other towns.

EDIT: Nevermind, I just beat it and I'm able to do some more Sweet missions. Will a mod please remove this thread.
