I'd say more than likely she just played the odds. In a one-hundred question multiple choice exam (I think it's multiple choice, that's how it is here) surely you're bound to get at least 60 right in 950 trials.

My written drivers test was 20 questions.

She's either a horrible driver who will kill people if she gets her license, or was actively trying to fail.

Or the media made this story up.

They should have a rule that says you can't get your license if you fail 10 time, or make you wait 6 months between each failure.
