Dead Rising has no cheats.
As for the boots, you have to beat the game and get the true ending without getting knocked out by the special ops soldiers.
Not really that hard, as long as you don't do anything stupid.

there are cheats for every game that is made or exists. just because you are too dumb too find them, doesn't mean they don't exist. game testers use cheats, otherwise it would take weeks to test a game. the cheats may of not been released to the public yet.
