I know it is sick and wrong to us, but to them that is there culture. If you were raised to think of dogs as wild animals, and not as pets, you would see this story differently. Say, for example, there was an outbreak of rabies in squirrels. Would you think it was wrong to kill thousands of squirrels?

Well if they are having an epidemic then things there must be very drastic. Sure they can vaccinate the dogs, but they must do that for 50,000 dogs. Thats mega expensive. $100,000 is hardly enough to pay for those vaccines.

I think just killing them is probably the simplest way to go.
Course clubbing them in front is their owners is completely unacceptable.
They should take them to a government funded animal extermanation building and club them there where their owners cant see it. For all they know, their pet is peacefully put to sleep with an injection.

1) Their is no cure for rabies once they get past a certin point

2) Money cost. Its cheaper to kill dogs then to vacinate them (It would cost way more then 100,000 to vaccinate them)

3) They need to kill the dogs so that they can prevent the rabid dogs from biting the humans. The W.H.O whould crap themselfs if that happened.

Generally, dogs are the most common animal to contract rabies, plus I'm sure there were several reports/accounts from those who were bitten and eyewitnesses that it was a dog.

Unfortunately for the dogs, it's sad. But for China, it's the easiest/cheapest way of eliminating a threat to the populus. They don't care how the populus feels about it -- much like the Tienamen Square massacre. They just don't care.
