That would be best used for people that are inconfident, shy and dosen't like the world, I find that " scarf " to be utterly usless and pathetic.

If me and my friends were to ever see someone wearing that scarf we would eather make fun of him or kick his ###, so giving that fact alone, the person would probably get his ### kicked just because of the scarf itself, so really it's contributing to more problems rather than fixing em no?
