CEO is not required. Positive or negative Karma is required to be President or Dictator, respectively. It can even be -1 or +1, just so long as it's not zero.

No. Quite a bit of noobpwner's thoughts on President and Dictator were incorrect. However, he has edited them to be correct, except for CEO. You don't have to be CEO. Don't question my source, for I have the game code.
