Just use the tutorial sites like Flash Kit (http://www.flashkit.com) and Kirupa (http://www.kirupa.com), among others.

The tutorial doesn't show up for me, and redirects me to xgen page. So where can i go to make a webpage and flash games?

Do you have flash?

The first step is to get it at www.macromedia.com

Then you will need to learn by using tutorials like those found here:

www.flashkit.com

so i'm at macromedia then wat do i download excatly? It says installed but i can't find it

You will need to make an account and then dowload Macromedia Flash MX 2004. This is only if you dont have it already of course.

That is only the free trial and will only last for 30 days. From there you can either by it, or pirate it (search googel for Flash MX 2004 serial and then place it in the approproate place)

Yes. But you also have to learn it.

The biggest thing is to NOT give up. It will take a few months before you are able to actually do much, but even then it wont be that good.

how long does it take to really learn and start making games?

Umm...

Ive made several games with different people and Ive been working with flash for almost 2 years.

I'd say:

Easy game with simple Script-6 months
Medium game-1 year
Hard game-1.5-2 years

It takes so long because it takes different elements. You have to learn both scripting and art. you need to know how to use the interface. And much much more. But, dont give up.
