When the next screen shows up, enter in the username of who you want to steal from, and how much you want to steal. You cannot steal more Xcash then you have at hand... if you have money in the bank, take it out, THEN you can try to steal.

Because of the recent events of xcash in the bank disappearing people are now leaving their xcash on hand. To prevent it being stolen thief is disabled for the time being.
