It's to discourage spamming. Without an XCash reward for posting there would be numerous complaints. With too large of an XCash reward for posting, spamming would be too frequent.

In other words, we want both the users to be happy and the boards to be clean. Without any XCash for posting, the users would complain and be unhappy. With a larger amount of XCash reward for posting, the boards would be "spammy".

Would you rather post for 10 XCash or 1 XCash?

If we offered more than one or so XCash for posting, users would post for the sake of XCash rather than for making quality contributions. Of course, many of the posts nowadays don't have much thought put into them, but allowing a user to get more XCash from posting would result in more thoughtless posts than usual. There are countless supporters for disabling XCash on these boards, but that would cause a problem itself--as I said, new users and supporters of XCash would complain.
