Title says it all, but how do i do it and when can i do it?

This thread needed to be post in the Newbie's Help Forum (http://forums.xgenstudios.com/forumdisplay.php?f=52).
To get an animated avatar or signature I would suppose they need to be done in Flash and uploaded in something like in .Gif. I'm not certain, though. Also, you're not allowed to animated avatars on the forums anymore without admin request.

Yeah I think you could search for one too. But like Marty said you need admins permission.

No, you can use an aPNG file. As long as you can upload an animated avatar, you can use it.
You can upload an animated signature as long as it's the proper size.

I'm not too sure of that. I have a .gif file that is smaller than the one I am using right now, yet it won't let me use it.

Because you can't direct-upload .gif files to XGen. You have to do it through an external filehost.

If so, that's exactly what I did for this avatar and the one I was trying to upload.

you have to save it as a GIF and then upload it. But don't resize it
