A mod does it if it is good enough.

It will only be sticky'd if it contains exceptionally useful information and/or is helpful to the community.

It also helps if the thread had a good rating

Well, it could influence the chance by a very small amount, but the thread rating is irrelevant to the quality of the content within the thread.
I rated this thread 5 stars, thus it should be a sticky. Thread rating does not mean anything.

rating does not mean a thing, but if the information is useful a forum moderator will sticky it. Dont ask a forum moderator to sticky it.

Yes thread rating does not mean much, but a thread with a rating of 5 stars DOES have a slightly better chance than a thread with 1 star. In addition to that, it has to be informal and must give back to the community, as stated above.
Stiffy.

Not at all. I never look at the thread ratings at all, and I'm certain that most of the other moderators are the same. The thread rating is meaningless.
For a thread to become a sticky, it has to contain information that is useful, unique, and will remain useful for a long period of time. It also has to be written in a clear, concise manner.
