In the trailor, you see fishermen/peoplewithwoodenlegs throwing hooks/something at the cursor, but they don't seem to be in PtV. Were they replaced with the jetpack guy or something?

Not at all. The technical functionality of the captain was extended beyond what we had originally intended, and was therefore decided not to be put into this release. All games have cut features, it doesnt automatically mean they are rushed. You have to set a reasonable threshold of what you want to include otherwise you go on developing forever.
